WV SNAP recipients in four counties can temporarily purchase hot food with SNAP benefits

Excluding pre-prepared food from SNAP excludes affordable food options that could otherwise be saving its recipients time and money, such as buying low-margin food at Sam's Club or Costco (assuming a deal could be reached to reduce membership costs for SNAP recipients) or discounted food via sources such as Too Good to Go.

A cost-per-serving limit on such food would be far more sensible than an outright ban.
