Odo has a kill count of one, or many, depending how you look at it: the ambassador's clone, Martok's clone, the sick changeling, and then Laas. He's a menace.
He was a child. If a kid is handed a gun and kills somebody playing with it, they will feel guilty the rest of their lives. However, the actual moral responsibility lies with the adult who gave them the gun and failed to supervise them correctly.

Come to think of it, didn't they meet after Odo was made a host for the virus? Given that Laas was nomadic and not associated with the Great Link...
