Every company I've worked for has openly prized internal referrals.
It's so much less work to just have someone you trust say "yeah, this person is solid, they can do that job", then it is to try and filter through countless resumes arrange countless interviews, try and sus out whether someone is actually decent from like a 1hr interaction etc etc.
The only jobs I've gotten have either been through referrals, or once via a recruiter who reached out to me during that period of COVID when everyone was quitting.

I feel like "My friend is the guy" and "My friend knows a guy" should be A and B, very legit "job portals".
