Are there clips, similar to carabiners, that use the hand-cuff mechanism to secure things? Where you put the key rings inside the handcuff clip, and secure it by latching the zip-tie style lock. Thank you for your interest.

Yes, they're rather unimaginatively called cable cuffs.
I designed a 3D printable version shaped like a dragon quite some time ago, just for yuks.

Commercially, yes. I have some wee little tiny ones that are a touch smaller than a US quarter. They sell them at Microcenter, and you can probably find them online as well.

I went and dug up this fetchingly neon green one from the depths of my desk drawer. The model is apparently "CableClic," and even though I probably bought the pack this one came in fifteen years ago or so apparently they're still available.
