Steam OS is built on arch, and to have a mutually beneficial relationship, Valve offered necessary resources to arch. No ownership, no bizarre millions of investment, just "we're making a derivative and want assistance, you need certain resources".

That's on top of funding and support of proton et al by valve to help spread linux gaming.
