TEFL jobs are available across all of China, here are more current teaching positions available this week, and I've listed the specific qualifications in the previous comment(TEFL and sometimes a 4-year degree).

China removed English as a required subject in all primary schools 3 and a half years ago, but there are thousands of public, private schools, and tutoring services that still teach English, which is a better deal for the teacher because it means smaller classes and higher pay.
