It works from both sides. Demand goes down because the unsafe food is killing all of the potential buyers. And at the same time, without regulation, supply obviously goes up because they don't have to remove food that previously wouldn't have made the cut.
It's the perfect strategy to reduce grocery prices if you're a sociopath.
