Regarding a conspiracy or prior knowledge, I don't have strong beliefs either way, so I'm asking this question sincerely. What would it look like to respond appropriately to this information? Don't these agencies have a list of 1000 potential threats at all times?

Surge air marshal numbers for starter. Increase police presence. Or do all the things they did after 9/11.

The fact is CIA briefers begged Bush to do something. He refused. Their testimony came out during the congressional investigation afterward.

You have to remember, we just finished a contentious election with Al Gore. To this day it is questionable if he even really won florida. Bush didn't trust all the Clinton hold overs. Plus right after being sworn in he was pushing for war with Iraq. Lots of paranoid animosity in the new administration and that lead to paralysis.

Also, of the 1000 threats being looked into every day, only 1 made it into the presidential briefing.
