[Feature Request] Manual Comment ID ban

This place can only unban, cannot ban.

To ban we again we need user present in chat.

For debug because the ban system is buggy, VERY buggy.

We have to unban a lot (maybe please give us unban all and batch import ban and back up function please)

And there's no way adding back the unban log which we actually do not want unban. We can't ban again one by one unless looking back chat log directly found those banned users.
