The US doesn't care, and the rest of the world is unable to hold them accountable, which is also why the US doesn't care.
Trump literally joked about committing war crimes in Venezuela in his first state of the union speech this time around. A room full of American politicians laughed alongside him. A few democrats wrote an angry letter.
