This measure was only possible at all with careful coordination at the State and local level: Back in October, Newsom signed a SB63, authored by CA Senators Weiner and Arreguin creating the Public Transit Revenue Measure District.

Then in order to avoid the 2/3 threshold for new taxes, the measure had to be put on the ballot by signature gathering, as opposed to being put on by the MTC, which would have triggered the 2/3 threshold.
