I think it was the latter. If I remember right (which, it's been a while since I last saw this) they were supposed to be doing a dry run test of the fire suppression system, but someone didn't correctly disconnect part of the system so their dry run was anything but.
F16’s absolutely hate bath time! You usually need two people - one to hold her still and keep her from squirming and the other to scrub. And my god they just whine the whole time!

Yes. Hangars often have an automatic foam system, since fuel fires are a nightmare to put out.
