Delvin Mallory is listed as one of the prisoners that was in the lock with Jasper Kryx. Oh and obviously the adoring fan, a trait I did not pick up and have no plans to pick up after Oblivion...

He has 1 point in scavenging and 1 point in concealment. Basically, he sucks. However, if you are a pirate with the right trait, you can charge him a daily tax to be around you.
