Mediocre earl gray: The replicator produces a tea bag and a cup of lukewarm water.

Can someone explain?

Captain Picard is well known for saying "make it so" in response to a suggested course of action.

He is also known for enjoying tea, frequently ordering "tea, Earl Gray, hot" from the replicator.

This meme is a pun combining those two phrases.

And 'so-so' is used to say something is mediocre or not up to expectations.

That might not be clear for everybody.

Only as a cry for help if he’s been possessed by space ghosts or whatever

This is how a dad joke is told. In a conversation.

Also Picard when ordering at a crummy American-Chinese restaurant: "Make it (General) Tso."
