That palette looks suspiciously similar to, but is not quite, that of the "palette 1" CGA 2 bit color mode. But CGA did not have cyan and blue in the same palette. It was black instead of the darker blue. So what you have there is exceedingly strange.

It seems its just happening to Steam for some reason, my friend says it happens when he's in a game and alt-tabs into Steam.
Edit: sorry it happens when he shift-tabs into the Steam overlay
