So, I go to Canada, steal some stuff that is less than $5000 Canadian, then come back to the USA and sell the stolen stuff, for at most a $2000 Canadian fine?

They make you give back or pay for the stuff you stole, then pay up to $2,000 on top of that. And they can also send you to jail for up to 2 years.
