Campaigners alarmed by rejection of refugees using ‘safe and legal routes’

Well if even if the safe and legal routes are taken there still has to be some kind of check in places.
I dont get the intention behind this article or what the campaigners want to achieve. Should everyone be allowed to get in as long as he takes the legal route?
