What vibe are you going for? Where and when do you want to wear it? My instinct is to balance the edgy design with a simpler, softer top. I'd probably go for a single color short or 3/4 length sleeve fitted top. It's more graphic in print than I usually go for these days. It's very busy, and my first impulse is to subdue it a little. On the other hand, I have a fitted white long sleeve t-shirt with silver skulls on it that might make a good loud pairing. The silver on white isn't as bold as the white stitching on black, so I think it could be loud without becoming cacophonous. And skulls theme would be cute as fuck on closer inspection.
Ive always liked the contrast of skulls / goth aesthetic with more cutesy pastel colors. If I was styling this skirt I'd probably look at crop tops or semi baggy shirts that could be French tucked in the front. Maybe even a button down blouse or something. Skirts are super versatile
