Unfortunately it's now tied to your scaling setting in Settings > System > Display. You can force a change of just the icon/bar size with a registry key edit, but some options may affect appearance of other taskbar elements, e.g. the clock if size is set to small: https://www.tomshardware.com/how-to/change-taskbar-icon-size-windows-11
