If in the US, they could be charged with mail theft.

But the person i mean didn't succeed in theft, they were only filmed being too clumsy trying to steal it

Generally, as long as there is proof you attempted a crime, it's a crime. However, punishment is often lower than when you succeeded, if only because there are is damage done.

They'll probably also be charged with theft of all the packages in their car that they stole before they failed with the last one.
