I had this too, then reloaded because I seriously couldn't take it anymore. It was somewhat "better" then. Just the occasional yelling.

I've submitted a bug report to CDPR, so hopefully they'll fix it. Though I would prefer them to leave it, but make it deliberate: like Panam would whisper her lines excitedly over the comms, while V is taking the goons down. But that would be too much voice acting work for a simple bugfix, sadly.
