Jeez. This is why I want Norway's police to stay unarmed unless abso-fucking-lutely necessary. Our cops kill 0.5 people annually (2009-2021 average) (which if we had france's population would have been 6 people annually). Unfortunately some cops and politicians are occasionally talking about making weapon-carrying permanent.
Our "Ministre de l'intérieur" said it happens less frequently but it has been fact checked and it's a lie.
For context the law changed in 2017 in the midst of the terrorist attacks in France. Unsurprisingly the law passed as a reaction to this is very ambiguous and unclear on when you can use your firearm if someone refuses to stop in a car.

Hasn't the French police (or law enforcment) been killing citizens since before America was colonised?

True from an overall perspective. But in the past decade American law enforcement has killed just over 1,000 civilians annually, whereas French law enforcement has killed about 38 annually.
