What happened in that belt sweeping the nations in Africa from south-central to the eastern side? 40%+ improvement is wild. I assume life expectancy was originally very low due to...wars? Disease? Famine? All of the above? And some improvement in stability or medical availability contributed to this?

If you start at 40 its easier to get 40% more than when you start at 80.
