I know in Wisconsin they look just like that. I'd presume it's Real ID and could be a number of states then? I have no idea if they're normalized across states though now. If not, it's a Wisconsin license.

Yeah but it's a pretty close match tbh. The others are different enough to look unique-ish. That circular mini photo is a dead ringer.
