Although AT&T certainly works/worked closely with NSA and OGA's in the US, the company behind AT&T who runs much of its back end processes such as monitoring and billing is an Israeli company called Amdocs. It was largely setup by AT&T. AT&T is their biggest customer, but they manage and monitor most of the US telcos and many others around the world. The company is full of Israeli intelligence. You don't hear much about them, but here is an old investigative report on them.
