I was in a similar position to you a week ago with a 6700k and a GTX 1080Ti. The CPU will absolutely be a bottleneck, it's a quad core from 2015 (80% CPU/20%GPU bottleneck, depending on use case.). I would upgrade the CPU first then depending on what games you play upgrade the GPU later.
Most of the changes have been because Pirelli requested them. The change from 13" to the current 18" was because Pirelli said no one uses 13" anymore so can we move to a more common tyre size. The degrading of the tyre is FIA and FOM though.

Try "SFC /Scanner" in cmd, it should fix it.

F1.5 did not include Red Bull or Ferrari.
