Not the most intuitive thing, but I think the user you're trying to promote to mod must leave a comment on a post on the sub. The same sub-menu that you would use to remove that post also has the "Appoint as moderator" action.
Works for me. I tend to find after the instance update that my image posts get stuck in a half-posted state with zero upvotes (missing the OP upvote) and no image until at most a minute later.
That's the only one I use if I want a quick stream of something, yeah. SakuraCircle is great for DDL/Torrents of newer soft-subbed H-anime, but doesn't always pick things up. Nyaa is for everything else, but is torrent-only.
The FMHY section on hanime has a ton of other alternatives I haven't tried.

Looking at analogous subreddits for comparison, people don't comment much other than praising works they particularly like or hornyposting about how sexy a set of tits are, so that'd be the most I'd expect here, which feels unlikely when 2-4K upvotes there nets maybe 2-3 comments.
