To be fair it's not just about the budget constraints. Lots of games are made with intentionally downgraded graphics/models quality so even people with old hardware could play them (and bring in money) and it's especially prevalent in online games. The budget part is, however, true for other forms of media like cinematics that promote those games
True <3 But at the same time she's also one of the few who has them at all, I've always hated the fact that the vast majority of OW characters are flat-chested :( Disparity is obvious, only Mercy, Mei and Junker Queen are not flat-chested, maybe Freja to an extent but that's it >< Yet everyone's got ass (which is good xD)

I honestly can't remember when I started adoring Kiri cuz when she was released I was indifferent towards her at first to the point of skipping any content featuring her. But eventually she won me over somehow xD (But not to an extent of Mercy obviously xD) Plus all of her skins are beautiful, can't think of any that I wouldn't find attractive.
If she's using her blinks then yeah, otherwise, I wouldn't call her fast if she's running without powers. Like, Lucio technically outruns her on his own just by listening to music xD
