It’s not a real contest, this was one of Norm’s running gags. Frank is Sylvester’s younger brother. He had a few cameos in Sly’s movies, and I think he’s a musician and did a song for one of his movies too. From Wikipedia:

Francesco Stallone Jr. is an American actor and musician. He is the younger brother of actor and filmmaker Sylvester Stallone and has written music for Sylvester's movies. His song "Far from Over" appeared in the 1983 film Staying Alive and was included in the film's soundtrack album.

Why Norm fixed on Frank, I don’t know, but it was a running gag for a time. Give Norm credit though, he ran into Sylvester somewhere, who asked him to knock it off with the jokes about his brother. Norm never did another Frank Stallone joke after that.

I just screenshot them from the Twitter account, and the guy that runs it says that he changed the day.

I had a buddy who worked for the police department, and his sole job was to ticket people who parked in a handicapped spot without a placard or tag. The arguments that people made as to why they should be able to park there was downright narcissistic. The entitlement of some people is astounding.

I have a channel on YouTube TV that shows old Saturday Night Live reruns, and it’s great when I run across one from the Norm Update era, and I get to hear the jokes instead of read them. It does make a difference!
