I couldn't find anything confirmed about animal cruelty at UBC. The source you gave is, obviously, biased towards caring for animals. Me too. But if accusations like this are being thrown around, it needs be from from multiple sources. Otherwise it's just rumors.

Turns out that the Canadian Tire mechanic probably tightened our alternator by hand when we said it would be a cross country trip.
That is a sweet looking machine. Must have cost quite a few dollars.
Does North Peace SAR charge for rescues, because too often rescues are rescuing idiots who got themselves into trouble.
