This means that two of Quita's remaining neighbors on the edges must be innocent in order give her 3 innocent neighbors and satisfy Isaac's clue. This gives us 5 innocents and 9 criminals on the edges, which contradicts Hal's clue, so therefore Martin must be a criminal.
