While Clinton did a lot of work to balance the budget and had the debt paid off, he also passed the telecommunications act of 93 that allowed consolidation of media. Namely I heart radio.
Before him cable providers were required to allow public access, and only 1 owner of a single am/fm (pick one.) station with 1 television station in a market.
Find and join your local credit union! Ditch the big banks, most offer interest with no minimum deposits, give free atm access at affiliated institutions. And a lot of the time give much better interest rates on loans while keeping that money in the community.
You should be directing your ire toward PPB/PPA for not doing their jobs.
They have more funding than ever and have had 70-80 fully funded sworn openings that they refuse to fill. And somehow get away with not doing their fucking jobs.

I consider that NYHC style stuff meathead macho hxc, and not fully representative of hardcore as a whole.
Like punk there is a spectrum of sounds, scenes, and subgenres.
There aren't really any boundaries.
You have: American hardcore Powerviolence Crust Euro hardcore
And about 100 other subgenres, that have their own styles. It's mostly just energy speed and pissed off.
For example bands like Brain Tourniquet, storm of sedition, fentanyl, candy apple, tower 7, kinetic orbital strike, kohti tuhoa, extortion, Woodstock '99, Doped Up, and my current obsession 偏執症者 (Paranoid) all fall under the Hardcore label but all sound distinct from each other.
