Probably a mixture of both of the above, GeoIP blocking (like imgur do) + the inability to sign up for new accounts using a EU based phone number which you still need as far as I know..
so VPNs and overseas mobile providers is the way forward I guess.
These fucking spiders weave webs right across the path!
Every time I put the bins out I get a mouth full of their webs! Someone ought to start a change.org petition to stop them doing this.
