This source didn't mention anything about "high risk individuals." It seems that they can only track you if you connect to their wifi, which is not something I would do while shopping in a store. Since this is Cisco tying to sell their own product, I can't tell if there's some other mechanism to track people who don't connect.
There are tons of products that end up destroyed simply due to accounting practices. As a business, you can't just keep product around in the hope that you sell it next year, even if it's completely non-perishable. You are required to write it off as a loss and get rid of it. If no other business is willing to buy your unsold stock at a bulk discount, then it goes in the dumpster.

Someone paid for this poll, and they didn't get what they paid for, which is relatively accurate information (polls are never 100% accurate, but 20% would be a crazy margin of error). That's what the fraud is. Like if someone paid you to photograph a dog show, but instead of the dogs, you only took photos of the humans in attendance.
How are you any different from Christians trying to impose their god's morality and rules on everyone else? You want people to be punished for things you personally consider to be immoral. I could, but I don't live near an airport, so I have to leave home roughly 4 hours before my flight departs to account for driving, parking, and airport security. So 4 + 8 = 12 hours without food, and that's not even counting waiting for bags and getting to your destination on the other side of the flight.
