This stuff is absolutely repulsive, but the reasoning for outlawing it (that it’s evidence of, and was produced during, the commission of a crime) falls apart when it’s fake. Now if it can be linked to the commission of future abuse, that starts to make sense in the way that reckless behavior is illegal even if a particular incident doesn’t hurt anybody.
The community and taxpayers may get nothing from it, but that doesn’t mean that nobody gets anything from it. The people making the decision probably get something from it, maybe even at the expense of the community and taxpayers.
This reminds me of all those trucks LAPD turned into Swiss cheese during their hunt for Dorner. Hundreds of bullets into these pickup trucks and didn’t hit the passengers, who occupy most of the volume of the cab.
These guys are just undertrained, panicked cowards. The scariest part is that all of those rounds went… somewhere… down range. Such a huge danger to the public as a whole.

I’ve learned that some people hate starting projects but really like taking something that’s already been planned out and working it out to completion.
Made me feel better about getting my pleasure from planning and starting projects then losing interest once things started coming together.

That’s especially dubious when “outside the US” is referring to a legally flimsy distinction like the international terminal of an airport which is on US soil and controlled exclusively by the US government.
There’s no way this isn’t going to be abused if allowed by courts.
Isn’t there a legal duty to mitigate damages? Letting someone get away with continued theft just to let the scale of the crime increase seems tantamount to consenting to the transfer of goods.
I support MAGA doing this exact process also. Sunlight is the best disinfectant and any corruption should be uncovered regardless of the party affiliation of the offender.
