The only time I’ve heard people cite these things about USAID they’re based on projections from how many people were receiving aid, not actual, recorded deaths. From what I understand, some of the void left by USAID has been filled by other international and local organizations so those projections are extremely flawed and inflated.
Unfortunately the state of the world axtually is an unbroken progression of cause and effect. The actions of those in the past shape the future. Pointing this out doesn't equate to victim blaming.

Even considering the increased difficulty in recovering taxes from the wealthy the returns are still so, so much larger that it makes it way more efficient if your goal is actually to recover as much evaded tax revenue as possible.
They keep doing this despite more than enough evidence that auditing the wealthy would have far greater returns. Therefore, the IRS exists to punish the poor, not collect taxes.
