When someone tells you who they are, you should believe them, when someone repeatedly and actively shows you who they are and they continue being that person after every level of justice that the corrupt system is willing to apply and every action they commit to shows the exact same pattern of behavior, you are a fucking idiot for not believing them.

If someone raped a child, he must be punished for it whether he had a change of heart or not. We should "forgive" them though in a sense of not hating them for it (even with every reason to) - which does not mean giving them a second chance around kids, or not punishing them, that privilege is lost. His "salvation" or whether he is redeemed is not determined by acts but his heart. It's possible to have a change of heart and become a good person regardless of acts done.
So yeah, all the people you listed could in theory be redeemed. They most likely won't though.
