Looked inside and I think it's only missing a little pin or "key" to stop part of it from over tightening. Will post another picture of what I mean.

The "key" goes in the brass piece in the center of the picture. Not very familiar with the parts in these. Kinda new to combination locks.

@Jerb322 There used to be a website called "wheelpost.com" that had a lot of older S&G manuals. Seems you may be able to still access it via Archive.com:
