The apology is for investors, who are all Japanese primarily as the company is traded in the JP stock market.

But hilariously, the video is entirely in english. Which means a large majority of the investors will likely have difficulty understanding what is being said.

At this point I would ask "what were they thinking?" But honestly they weren't. They weren't thinking at all. Actual disaster.
