Most likely a breakdown in communication channels that mark the target as off-limits.

I mean that'd be possible if it was one time, but nope. More than 200 aid workers have been murdered by the IDF in Gaza.

WCK made its U.S. debut in August 2017 by working with the American Red Cross to provide thousands of meals to survivors of Hurricane Harvey in Texas.
