Yeah this caught me off guard too now we're getting dev diaries for EUV. Must be different teams

I could see them maybe keep doing this small mission tree type DLCs for EUIV even after EUV releases, specially if you consider how different these games are shaping up to be. That said, publishers usually don't want to split their playerbases like that.
