First Pokémon in the pokedex of the newest generation when the meme was made?

Rowlet is the first Pokemon in the Pokedex of Legends:Arceus, which is chronologically the first game where the first Pokedex is created.

So... Arceus created Mew, and Mew is the ancestor of all Pokémon... including Arceus?
