I wonder how Qualcomm managed to blag Microsoft into launching this with only their processors in a market where they basically didn't exist before

I mean that's the obvious answer, but it seems unlikely they would be able to outspend Nvidia, and I don't believe Nvidia had no idea this was coming. This is effectively exclusivity of these features right now when Nvidia is trying hard to be the name people think of when they think of AI compute.
Maybe they just don't care as much as I think they do

I don't think nvidia cares about AI on the desktop. They want you to think of them when you hear AI in a datacenter context.

I would argue that it still functions to peddle bullshit effectively. It doesn't have to actually do anything special, but it does have AI in the name.
