I think some kind of caterpillar? It looks to be upon a leaf, and the caterpillar comes in many fascinating forms.
I think it’s an aphid. They take sap from my crepe Myrtle and crap out sticky black tar on my car and driveway.

Not an aphid its a scale insect. Looks like mold from a distance.
Scale insect camouflaged as mold.

We have plenty of it in our garden plants, I just googled it today and it's called spider mites and it's bad
