Condor was about suppression of leftist political leaders and groups, usually through assassination. Thus keeping right wing strong men in control of countries for the benefit of the US.

Surely it's not a list of countries that not been coup'd by the US because at least Brazil was coup'd multiple times.

Operation Condor and the Iran Contra deal hit half of that list. There were other active operations going on as well as far back as 1914 at least.
