It's been DDoS'd into oblivion. https://xcancel.com/monerobull/status/1808582805892243581 Now it's back but behind Cloudflare's attack mode, which makes you complete a captcha and effectively breaks federation, unfortunately. Talked about it a bit in /r/Monero.
