I'm guessing it's the lower number, since the other two are multiples by 2 and 4 of it?

Apparently that is indeed the correct option, after a web search. I thought it less likely because it would have required this example to be an even number for the half to be exact. It seems to just round down for odd numbers though.

IIRC, it's never the smallest or largest number.
