No, they'll pay them. Or rather their consumers will pay them. The fines are usually cheaper than fixing the problem anyway. Cost of doing business.

Watch Trump strike down this fee on his first day with an executive order. Why did Biden take so long to implement these? He had the mandate in 2022.

Democrats nor any party in power over the executive branch can implement new regulations without first defeating the lawsuits from the people who oppose them.
