But the military isn't honoring the vote.

It's still in process. We'll have to see how it rolls out. The President has little support outside the military, it appears.

The context is the SK President suddenly declared martial law.

Because of disagreements over the budget. He called his opponents North Korean sympathizers and declared martial law.
