Counter-theory: this mall/whatever company has that little booth in front set up a promotion and those boxes aren't empty, one lucky winner gets $1000, the rest have t-shirts or make-up from Sino-phora (pun explicitly intended).

Oh for sure, but many idiotic and unsafe things have happened before so I don't think that rules it out.

Frankly whether I'm right or the boxes are empty, that doesn't change the idiocy and unsafeness, just changes who is "responsible" for it.
